DMV Envelope

If you open an unsent envelope, and then turn the page around so that the address shows through the plastic window and reseal it with packing tape, will the mailman still deliver it?

So I have to send my smog test results (Correction; not my smog test, my car's smog test. Presumably, I don't smog.) to the DMV because they are going to fine pretty soon. I had to do the testing and everything, and then when it came time to send off the results, I only had an expired stamp (36 cents?), so I had to beg my sister for a 2 cent stamp, and I sealed it up and put it outside. On my way there, I realized that the address wasn't showing through the window, so I went back inside and pondered my next step.

I could open up the envelope and reseal it, or make a new one with new stamps. Since one of those options would have required waking my sister up and explaining why I need another 2 cent stamp, I decided that I would open it up and reseal it with clear packing tape, which I executed smoothly. The test will be to see if the mailman will still take it, when it has obviously been opened and taped shut, and also I am hoping no one from the family sees it and asks why there is packing tape on it because then I'll have to explain what happened. They already think I am absentminded, so keeping up a new, improved, more-organized front is a(n often forgot) priority.
